Actually, it's even more awesome than that-- if you look really close, you'll notice that the cool mask is actually made of little red sequins. The Queen was just relieved, as she'd almost worn that same costume, but changed at the last minute.
So it is! I assume from the men standing beside her that this was just before or after a stage show and not a case of, "oh, I've been invited to meet the Queen - what will I wear?"
